Offer of the Employer (20 April 2011)
On
20 April 2011, a special bargaining council meeting was held where
the employer made a new final offer of 5% for 2011/2012. The employer
also withdrew their proposal for a 5 year term agreement. No offer
was made on the demands of trade unions for a housing allowance
of R1650.
Housing
The
Employer proposed the establishment of a technical working team
comprised of organised labour (one rep per union), a representative
of the DPSA( the employer), the Department of Human Settlements,
Treasury, the GEPF and National Housing Finance Corporation. This
technical team will develop a proposal for a household income
means test – Tested Housing Allowance/Subsidy Scheme. It
was also proposed that the technical team will develop a detailed
project plan by 31 May 2011.
Medical
Assistance
Employees
on levels 1-5 on the GEMS Sapphire option, who are receiving medical
assistance will continue to receive medical assistance at retirement,
with effect 1 June 2011. Only employees on levels 1-5, who retire
on the Sapphire option will continue to receive medical assistance.
The
employer also proposed the aligned of pre and post medical assistance
dispensation for all employees who are on GEMS with effect from
1 June 2011
Outstanding
Matters
The employer also proposed that the outstanding matters of Resolution
1 of 2007 and 5 of 2009, and the other demands that was tabled
by the unions in this negotiations be subjected to a second round
of negotiations which will commence on 23 May 2011.
